In the security monitoring system of cities, the security of information acquisition and transmission is the foundation of the public security system. In order to ensure the security of information transmission, the transmission of video encryption need to be processing confidentially, due to the particularity of video encryption in this paper, the video’s streaming transmission can be realized completely after the encryption. It is very important to establish a platform to video in cipher to ensure the foreign interaction interface in the security monitoring system of cities.At present the main stream media which are used includes RTSP, RTMP and SIP protocol, all of these are streaming protocol on application layer. Streaming media server built in this paper is established on the basic of streaming protocol and the server is based on RTSP, RTP/PRCP protocol suite, it realizes the real-time and interactive of video on demand, lives a good degree of user experience. At the same time in order to solve the problem that the bare flow H.264 video can’t be dragged and dropped, this paper is based on FFMPEG library without destroying the structure of h.264 to transcode and encapsulate for the ciphertext of h.264, it encapsulate the bare flow to the format of MKV to ensure the stabilization of video key frame structure at the same time, it also realize the function of dragging and dropping of video on demand. In this paper, in order to save the storage space of embedded DM8148 (NVR) development board, it also established video storage server outside, the transmission between the server and client via the TCP protocol, it ensures the reliability of video data packets in the transmission process.The work of this paper is divided into several modules as follows:1. Uses a RTSP, RTP/RTCP protocol of streaming media transmission in the form of media stream and it established RTSP streaming media video on demand and live server over the framework of opening media stream of live555;2. It is going on the work of transcoding and encapsulation of encrypted video on the base of FFMPEG open source libraries, in order to increase the timestamp which is used to encrypt video on demand yes drag work;3. It established the client and the server to transfer the data of encrypted video on the base of TCP protocol to ensure the separation of data saving and requesting,it also ensures the completeness of video data during the transmission;4. It migrates the whole platform of video on demand and live to the NVR and then used it in the urban security establishment system;5. It testes the platform of requesting and broadcasting which is migrated to the NVR on video deliver delay, the running stability of platform, the completeness of video transmission and so on.
