Information technology has been developing on a continuous basis and is applied in police field more extensively,which plays a crucial role in regulating police management,improving the efficiency of police works and the ability of detection as well as combating crime.Nevertheless,some problems are exposed when the present police application system are being used.First of all,early constructed business application system such as video monitoring system,case-management system and traffic control system are isolated with each other,leading to a phenomenon named "information island".Secondly,the under-development of function in system and valuable information for detecting cannot be attained automatically from various information with the help of modern computer technology.Thirdly,traditional video monitoring system is relatively fixed in location and real-time monitoring to specific areas can only be disposed on fixed screens,resulting in low efficiency of data processing.Therefore,at present,how to handle problems like poor information sharing,low comprehensive information utilization and poor mobility of business processing,etc has been playing a vital role in the construction of police application system.Aiming at the above questions,an integrated public security information platform is designed for a Bureau of Public Security in a city in the Guangxi.With the purpose of realizing various public security information sharing,the platform primarily integrates the data from corresponding business application system from data entry system.On the foundation of information resources integration,to fully explore the effective value and improve the comprehensive utilization ratio in information resources,face recognition technology,license plate recognition technology,data collision technology and technical tactics are applied in this platform,through which the information of vehicles,related person,investigative code and video monitoring will be analyzed and applied,thus valuable information for case detection will be extracted automatically and the efficiency of police works will be enhanced.Through license plate recognition technology,involved vehicles information will be identified from public monitoring videos and the history track of automobiles will be restored,on which foundation the information of owners or drivers of automobiles will be associated,thus early warning surveillance about involved vehicles can be organized in efficiency.The investigative tactics applied in this platform with combination of skills,abilities and techniques contribute to settling problems in practical cases detection.Take regional technical tactic as an example,cases of similar nature happened in different regions can be identified and analyzed.According to the query comparison results of a certain characteristic in various areas,it can be identified whether a crime is commissioned by the same gang.Meanwhile,this platform designed the remote video monitoring system based on the system of Android in mobile phones,as a result,real-time monitoring for remote monitoring area through the program of Android system will be realized and the problem of being relatively fixed and of low flexibility can be settled.In this thesis,the author analyzes and designs the public security information platform systematically and generally at the first place,then analyzes the feasibility and the customers'demands as well as designs the systemic structure and functional module of the platform,on which basis the database is devised.Simultaneously,the design and its realization about the systematic structure of the platform is introduced in this thesis,including the general design,the server design,the client design and the realization of codes in client of the video monitoring system.How license plate recognition is applied in this platform is introduced and the OpenCV-based system has come into realization as well.In addition,large quantities of examples of license plates are selected to test the accuracy of the system in various environments.Finally,various test schemes are formulated with the problems showing up in tests being analyzed and solved.At present,this platform(phase one project)has been developed as expected,which now has been put into trial operation.Through information technology,the public security integrated application system analyzes the video monitoring information,automobile information,information of involved person and investigative code,from which valuable clues for detection will be attained,so that police workers can arrange early warning surveillance and promote case-solving.Hence valuable public security information will be explored and the detection efficiency and accuracy will be enhanced as well.
