With the development of network technology and application, IP address geolocation as a part of fundamental technology becoming more and more important. This technology has been widly used in network performance optimization, network security, social networks and targeted advertising, etc. Based on the different geographic location located by the different user's IP address, and use this to provide difference of services is essential to many internet applications.IPCIS system (IP Comprehensive Information System) is the subsystem of CERNET(China education and research computer network) security system. It provides the IP address usage information which required by CERNET's operation management and security assurance. The IP address usage information includes IP address's management ownership information, geolocation information, active character information, etc. IPv4 address geolocation database is one of the IP information databases maintained by IPCIS. It is in charge of providing geolocation information for IP addresses which need to be detected, and those geolocation information is required by network monitoring and management system, which are part of CERNET security system. It also supports geographical location query of active IP address and unsafe address, which can be used as basic information of user behavior analysis. It plays a positive role in Scheduling optimization in traffic,network security, etc.This thesis uses IPv4 geolocation database within IPCIS as the research background, and mainly carries out the research about the effectiveness of IPv4 geolocation database. We studied and analyzed the effectiveness issue of this database, and designed, fulfilled some improvements for different aspect of those problems. We improved the effectiveness and availability of IPv4 geolocation database,and made it can support the CERNET security system better.To deal with the problem caused by inappropriate data sources and no dynamic update merging, this thesis searched for new data sources and established long-term dynamic multi-databases merging mechanism. It has fully solved the above problem and made the database keep high performance in this procedure.Original IPv4 geolocation database didn't have record maintenance module, and due to this many problem,such as data redundancy and non-conformant data format, had occurred. Those problems created obstacles for subsequent operation, also reduced its' effectiveness. This thesis designed, introduced and implemented record maintenance module. Though such measures those problems had been solved. Now, the database can run with a concise, efficient and unified pattern.The origin algorithm had problems of miscalculation,inefficiency, etc. Those problems were caused by the unbecoming design ideas and implementation strategies. This thesis changed the origin design idea and implementation method. With the introduction of additional ISP and hop constraints, we finally perfectly solve the above problems. Now, the database can achieve steady improvement of effectiveness within the follow-up maintenance process.
