Based on the operation and application experience of EMS system for many years, the power grid measurement analysis and evaluation system applied in Jinan is proposed in this dissertation, which is an optimization function of EMS. The real-time information of the power network can be obtained online by the system. Bad data and suspicious data can be detected by the topological correlation analysis and the historical statistical information processing. The information quality of power measurement is evaluated and the quality score is assessed by using plant station as a unit. And the evaluation results are applied in the state estimation calculation to improve the accuracy of state estimation.In this thesis, the idea of object oriented and the unified modeling language are adopted as the analysis and design tool. Based on the discussion of power grid measurement analysis, project background and the design problems, the requirement analysis and system design for the related business in the operation management of electric power dispatching automation are proposed in this dissertation. Besides, application frame work technology and whole modeling technology are also used. That is to say, after the comprehensive model analysis and process are completed, model of higher level is further abstracted and summarized. Based on the needs of users, B/S structure model is used in form and multi-layer software architecture is applied in function for this system. In addition, the combination of VC++platform and JAVA platform is adopted in technology and C++and JAVA is used as the development language. XML configuration and Oracle data base are used as auxiliary. And based on the common information model (CIM) defined by 61970standards, the grid object model is established, namely equipment model. The object is managed by physical hierarchy view and the measurement data can be determined. For the implementation of this system, the topology analysis algorithm based on CIM model is introduced in detail in this paper.At present, the power grid measurement analysis and evaluation system in Jinan power system have been applied to the state grid of Shandong company. According to the feedback from different companies, the overall performance is good, and the system can feedback dynamically with the measurement data. Meanwhile, it can provide a lot of convenience for the actual work.
