In recent years, with the popularity of computer science and technology progress and 4G networks, the Internet is gradually extended to mobile end device from the computer, and has made considerable progress. Come with emerging of Apps, people gradually accustomed to using mobile phones, tablet PCs and other mobile terminal equipment to receive and deal with everyday communication, entertainment and learning and other information. At the same time, as China's continuous development of education information society, people are constantly improving the requirements for Distance Education. People want to be able to overcome geospatial mobility and immobility for learners learning time is not caused by problems and makes rational use of fragments of time the learner to learn, to improve their education level. However, based on our current learning platform mobile terminal system is still not mature enough, most of the learning platform system is still based on the application of computer terminals, computer terminal learners still need to login page to learn, become limiting barriers "ubiquitous" learning. So learning platform extension to the mobile terminal is one of the major trends in distance education is to enable learners to break free of the shackles of the traditional classroom, and to achieve self-critical "ubiquitous" learning the true sense.In this paper, information society and the actual needs of distance education today, the significance of the domestic development of distance education background, current situation and the subject of a detailed discussion, analysis, research and exposition. As used herein, the Android platform as a mobile terminal development support, using existing learning platform as a back-end platform, which was extended to the end of the phone. We use SSH2 multi-mode integrated development framework, and communication between the client and server via HTTP, and we focus on the development of the mobile phone side, for learning user habits, the original learning platform focused on redesigning the main functional parts. Including the login, the information of the curriculum resources, students' homework and examination, notice and answering center core functions, but also provides some convenient for students to communicate the auxiliary functions, including personal email, micro-blog and blog, increase the communication between students, facilitate learning and interactive course. For security reasons, we use the RSA and AES way information is encrypted end of the phone, to meet customers' needs in terms of information security, in line with the development of mobile terminal specification.Based on the Android mobile learning platform can further accelerate the expansion of distance education to the mobile terminal, and can end with the traditional computer learning platforms complement each other well, great social distance education and educational development and improvement of information technology, while achieving the "ubiquitous" learning.
