The military innovation of information technology requires high-tech modern equipment and requires a lot of command and control systems and large-scale application software. Software used in modern high-tech equipment has more complex functions and larger scale than before. Military expenditure applied software increases dramatically and the growth rate is accelerating. With the continuous process of our military innovation of information technology promoting, we also encounter a similar problem. How to effectively estimate the effort and schedule of large-scale software becomes a major issue to be solved.But a single software cost estimation model couldn't offer a satisfied result. US Air Force software cost estimation model is a new model integrating of existing models which is developed by software center of US Air Force, and get a better effect estimation of effort and cost than existing single model. If we can find the regular pattern of the evolution of software cos estimation model by studying COCOMO model, PRICE-S model, REVIC model, Sage model, SEER-SEM model and US Air Force model, it will be very helpful for our army in cost control and schedule control.The software effort estimation model includes many aspects and the most important factor is to estimate the selection of estimation factor and its value in different situations.According to this idea, this paper presents a mathematical model to characterize relationship of the factors of estimation model. The software estimation models factor evolution characterizations and analysis software is designed and implemented by Based on Revision Control technology and the Java language. Mainly achieved the following results:1. Research on the evolution of estimation model factor and analyze the evolution of estimation model factors. Between the same series of estimation models, they have strong evolutionary relationships. Researching factor estimation model and summarizing the evolution of evolutionary characteristics estimation model factor, it will be helpful to analyze the evolution features of estimation models.2. Based on the analysis of evolution of estimation model factor, it raises the general mathematical model to characterize the factor estimation model. Through characterizing and analyzing the evolution of the COCOMO model factors, summarize the law of evolution of estimation model factor and characterize the evolution of general mathematical model.3. Based on Revision Control technology, it raises for implementing a data structure of evolution graph to characterize the evolution of estimation model factors. Through the Revision Control technology research, design the system and propose a data structure to characterize and analyze evolution of estimation model factors, that evolution graph.The fifth chapter with the US Air Force model for test cases to characterize the evolution of the estimation model factor general mathematical model proposed for validation.
