With the rapid development of network and modern communication technology, the new media such as websites, micro blog and other new media have formed a huge impact on the traditional media such as radio, television and so on. In this context, the radio and television media of cities began to discover the combination of activities and online promotion mode of operation. However, “what to do”, “how to do” and “how to achieve win-win situation” have become challenges to the media in the local city.To answer the above questions, this paper introduces the theory of value co-creation was introduced in this research. Tourism and exhibition activities organized by radio and television media of Yangzhou City were used as the research object to analyse and discuss how to use the value co-creation theory in the tourism to promote the effective development of activities from the interpersonal interaction ability, management ability, communication technology and other aspects. The factors, such as the industrial structure, location and transportation, urban economic development level, convention and exhibition facilities, tourism resources, urban environment, and service level and policy in Yangzhou, which could impact on the tourism were analysed. This paper introduced the development course of Yangzhou radio and TV tourism exhibition, and the mode of Yangzhou radio and TV tourism exhibition and the value co-current in Yangzhou radio and television tourism exhibition was analysed. The interaction capabilities were comprised of human interaction, technological interaction and managerial interaction capability, all of them have a significantly positive effect on value co-creation.
