Research On Ontology Based Scheme Formulation For Emergency Simulation Exercise

Emergency management has been gaining more and more attention in the whole world due to the harm of the frequent occurrences of emergency. Many countries have invested plenty of material resources and manpower into the emergency research. As a significant means of inspecting the emergency preparedness, emergency exercise is the main way to enhance the emergency response co-processing capabilities for the organizations, which have different management mechanisms of action and lack of communication and cooperation. Relying on common knowledge among the organizations, Emergency exercise scheme is capable of integrating the collaboration among the members in series and provide foundation for the emergency exercise. However, the required knowledge of emergency exercise derives from unstructured documents and multi-source heterogeneous data. Consequently, it is difficult to share and transfer information among the organizations during the process of emergency exercise. For this, the paper introduces the concept of ontology theory into the expression of the exercise knowledge and research on the scheme formulation of emergency simulation exercise based on ontology.Firstly, through summing up along with analysis, the relevant elements of exercise have selected ontology as representation of knowledge. It have been extracted from various script of emergency exercise and made classification and definition. According to the principle and method of ontology modeling, we have established the ontology model by protégé tool, and use OWL language to encode it. Secondly, the generation method of emergency exercise scheme has been proposed. On the basis of analyzing the content and structure of scheme, we have introduced data version as the intermediate bridge between exercise elements and scheme, which constitutes the three-level logical structure of exercise scheme generation method. It will be a breakthrough for conventional representation of emergency exercise knowledge to bring in ontology. Thirdly, we have designed and developed emergency simulation exercise scheme system and implemented a mapping between exercise-related knowledge and ontology file. The system has not only contributes to the common understanding and sharing of scheme data by the computer, but also provided fundamental data for emergency exercise simulation platform.The formulation of scheme in emergency exercise is a new attempt of exercise scheme construction, which involves knowledge modeling, emergency simulation exercise and scenario designing. Above all, the analysis and induction of corresponding exercise elements and the formulation of exercise scheme are the key points and difficulties in the paper. The mapping between ontology data and text has achieved data sharing and interoperability across the whole platform, which possess a value of application in the information construction of emergency simulation exercise.
