The Research Of Diaoyu/Senkaku Islands Dispute's Presentation And Construction On Google And Wikipedia And Digital Diplomacy Strategy

While today's researches on digital diplomacy mainly focus on Twitter and other social media platforms, this research finds that Google search engine and Wikipedia, as key information portal and presentation platform that have significant influence on presenting and constructing an issue, have not got enough attention from researchers. Focusing on the case of the territorial sovereignty dispute between China and Japan over the Diaoyu/ Senkaku islands, this dissertation aims to explore how Google search engine and Wikipedia present and construct the Diaoyu/ Senkaku islands dispute by studying their operating mechanisms, and to further use link study to explore the features of the Diaoyu/ Senkaku islands dispute's information infrastructure on the English-language network under the entry of Google search engine. The dissertation proposes that although digital media platforms' operating mechanisms are running on the basis of objective technology, platforms themselves still have their own politics latently hide behind the name of technology. In specific, Google search engine with its unique algorithms can achieve a second narrative on an issue in the form of page ranking, and Wikipedia's cooperative editing mode also means there will be contest of discourse in constructing an issue. At present, the Diaoyu/ Senkaku islands dispute's presentations on Google search engine and Wikipedia are not ideal for our government's position. For example, on the query for “Diaoyu/ Senkaku Islands” on Google search, Diaoyu Dao website(www.diaoyudao.org.cn), which is an official website presenting China's position on the Diaoyu/ Senkaku islands dispute, ranks relatively lower than many media websites having western background, and Wikipedia's verdict on how to name Diaoyu/ Senkaku islands in English is also unbeneficial for us. It is concluded on this decision that to compete with western countries' strong power of discourse on English language network, China has to understand and make use of the mechanisms of digital media platforms to create issue networks that are beneficial to its position. And all of the monologue, dialogue and collaboration models shall be applied in digital diplomacy. What's more, it is also necessary to respect and make use of the public's power to serve for the pursuing of the country's general digital diplomacy strategic targets.
