Currently, the concept of the smart community in our country is just emerging, but there is no unified definition of the smart community, and mainly stays on the discussion of system design and system construction. Firstly, this paper based on the literature reviews about system design and system construction for the smart city and smart community, and combin ed the realities of community management. ZH company summarized the components for building a smart community as follows: smart life system, management system and energy management system, gave clearly definition and guidelines for develop the function design for the smart community. Secondly, the study using reconstruction of historical data for A community in ZH company, this paper adopt some mature cost-benefit models, such as net present value method, net present value index method, gave quantitative analysis for old community reconstruction and new smart community construction.The results of this study: ZH company builds W community to be a smart community combining with the characteristics of old community. ZH company adopts the methods of saving energy and reducing energy costs as the main source of funds that the old community reconstruct to the smart community. Then ZH company reconstructs the parking system, the visitor system, the integrated wiring system, the information release system, the machine room equipment monitoring system, and the smart household application system by turns. I found that the construction of the smart community for A community can finished after ten years by using the energy saving. If the whole community's reconstruct is undertaken by separate property company, the period of reconstru ct is long,and is more risky, so property company needs actively exploring more roads and introducing more cooperation mechanisms, and accelerating the construction of smart community. For smart community in a community employ one-time investment for reconstruction of smart community, the results show that this investment project is not feasible, and the investment income is far less than the cost. It implied that there have risks for investment and outputs. In order to ensure the smart community system can be put in the benign operation, it is recommend that real estate company or property company considering operating model and profit model in the smart community construction.
