With the rapid development of the Internet and information technology, different kinds of criminal phenomenon emerged endlessly by network technique. Network information security problems such as illegal information and phishing sites, had a serious impact on the sound development of our Internet. Whether the information network is reliable or not became a vital factor of economic development, social stability and the safety of people's life.Report of the eighteenth National People's Congress of the Communist Party of China proposed to strengthen network's social regulation and promote the operation of the network in order. It was a duty-bond task for the government and network security management organization to maintain the order of Internet and to improve the level of the website information security. Although the government departments such as the State Council Information Office, the Ministry of Industry and the Ministry of Public Security had increased the investment on manpower, material resources, technical and legal regulations, China's network information safety supervision was still in a weak position while comparing with the development of western countries. It was because that the development of Internet in China started late and the supervision system was not perfect enough. The weakness was mainly reflected in the following two aspects: firstly, the existing laws and regulations were difficult to adapt to the development of the current information network security; secondly, the government departments' overlapping leadership, dispersion of effort and lack of communication and coordination made it difficult to form a monitoring force.In recent years, the network security department of Shanghai public security organ gave full play to its advantages in network information safety supervision and made great efforts and contributions to the Internet security, social stability, public order on the Internet and the information network safety. To adapt more quickly to the current online struggle, it was an urgent mission to enhance the ability of network information safety prevention in Shanghai, improving the level of network information safety and strengthening the supervision of network information safety. First, the expertise of information safety consciousness of the websites and Internet users should be improved. The training and education of the websites and Internet users should be strengthened while promoted knowledge of the laws by using the information safety incident cases. Websites to implement the safety protection management system and safety protection technical measure should be urged during the process of the network information safety supervision on the basis of existing laws and regulations meanwhile combine with practical supervision work and summarize and refine network information safety evaluation criteria. Secondly, the communication and cooperation with other relevant government departments on Internet supervision should be strengthened; the formulation of the network legislation and local laws and regulations should be promoted and the legislative affairs on Shanghai network information safety supervision should be carried forward by law. Finally, social cooperation, enhance communication and exchanges with the Internet industry association, reinforce guidance should be improved on information network safety management association and the function of the association as a bridge should be given full paly on. The self-regulation of the industry by the shared clause such as industry standard and treaty should be promoted and the industry should ensure to meet the requirement of the law and moral. Every parts should work together to build a harmonious, normative and ordered Internet environment.
