In the 21 st century, population, resources and environmental problems have become increasingly serious, the ocean is the major breakthrough to solve three problems,it is essential to the ocean's development, utilization, protection and management. Automatic observing oceanic elements, timely access to marine information, is a necessary means to study the ocean, is the key to developand utilie the ocean.Therefore, it is great significance for ocean observation to develop a hydrometeorological terminal has low-power and high performance.This thesis studies the characteristics of hydrometeorological observation system and the requirements of riviera observing practices, designs the overall system of Hydrometeorological terminal. The ARM Cortex-M3 core LPC1788 as the main chip is choosed in the hardware design. Then the peripheral interface circuitry is designed, such as power supply circuit, RS485/RS232 interface circuit, SDRAM memory circuit, etc. Then the embedded software platform is constructed. It studies the real-time operating system?C/OS-II and the graphical interface system ?C/GUI, transplants and configurate the?C/OS-II and ?C/GUI. According to the needs of hydrometeorological terminal, divides the tasks and configurates the priority, and programmes each task, the main tasks are: serial task,GUI display tasks, ADC data acquisition task, backlighting time off task, file system storage task and so on.After the software and hardware design is completed, hydrometeorological terminal is debugging and application. For specific applications, we carry out the selection of the sensor to achieve data collection, storage, display and remote transmission. We analyze the measured datas of the temperature and humidity sensor saved in SD card and the standard hygrometer manual observation recorded data, to verify the correctness of the data; While using the least squares method, we carry out the temperature data for a period of time polynomial curve fitting, predict the future three hours of temperature data. In the PC achieved, the PC data receiving and processing software and real-time monitoring interface are designed. They validate the data reception and display. After a long period of testing and certification, based on the embedded platform, networking architecture hydrometeorological terminal meets the small size, high integration, versatile, low power consumption,environmental adaptability and other design requirements. The system has stableperformance,and its measured data has high accuracy.So hydrometeorological terminal system is applicable to all types of marine elements observation.
