Border safe-protection can maintain the security of border and prevent border disputes with its neighbors. It is of great significance to ensure national security and maintain social stability. At present, the challenges our country faces mainly come from illegal crime and complex geographical environment along the border. According to this, the essence of border security is to detect in time and track stably the moving target which appears on the border of complex environment. There are two advantages to research the detection and tracking algorithm of moving target for border security. On the one hand, it can change the traditional way of border security so that human and material resources can be liberated. What's more, it can keep the information of border timely so as to ensure border security and social stability. On the other hand, the technology of moving target detection and tracking for border security can be used in the civil and military filed in order to promote the technology's development and complete the theoretical knowledge. So it has important theoretical and practical significance to research the moving target detection and tracking algorithm for border security.Based on the existing research, this paper investigates the moving target detection and tracking algorithm for border security taking desert environment as an example. The main contents of this paper are as follows:(1) Based on complex border geography condition in our country, this paper classifies the security levels according to the geographical characteristics and analyzes the actual demand of border security. At the same time, this paper summarizes the research status at home and abroad of the moving target detection and tracking algorithm for border security, and proposes the research thinking of this paper on the basis of the difficult problems existing in the actual detection and tracking of moving objects for border security.(2) This paper expounds the framework of moving target detection and tracking for border security based on computer vision theory frame, and puts forward the technical route of this paper.(3) This paper discusses the principle and implementation steps of frame differential method, background subtraction method and edge detection operator, then analyzes the advantages and disadvantages of each method in practical application. Because in the gobi environment the contrast between target and background is low, the edge of target is fuzzy, and the target has similar color to the background. This paper mixes frame differential method and background subtraction method with Canny edge detection operator. Then the mixed algorithm is used to detect moving target. The simulation results show that the detection result based on proposed method is better than frame differential method and background subtraction method. The algorithm proposed in this paper can get the detection rate of more than 92%. It is able to meet the actual demand of moving target detection in border security.(4) The principle and implementation steps of moving target tracking algorithm based on Kernel Function is introduced. Besides, the calculation method of LBP operator is analyzed. For the disadvantages of the target tracking algorithm based on Kernel Function existing in the gobi environment, a moving target tracking algorithm is proposed in this paper based on texture feature and improved Kernel Function, in which LBP texture characteristics and regional confidence level measurement are introduced. The contrast experiments with the target tracking method based on Kernel Function and the target tracking algorithm based on LBP texture feature declare the effectiveness and superiority of the improved algorithm in this paper. The tracking rate of 90% can completely meet the stability requirements of moving target tracking in border security.
