Compared with wired video surveillance system, wireless video surveillance system has advantages of low cost, high flexibility. Because of the limitation of frequency resources,3G network bandwidth, and high fee, the wireless video surveillance system using 3G network to transmit video images has not been used in large scale commercial applications. Compared with 3G network,4G network has advantages of faster rate, wide spread, lower fee and higher stability, and it can transmit higher quality of video image, so the 4G network will be widely used in the wireless video monitoring.This paper designs a kind of wireless video monitoring system based on 4G networks. The system has the advantage of higher resolution images, higher stability, higher quality image and so on. This system mainly includes two parts:the monitoring server and the monitoring client.The hardware of monitoring server is mainly composed of the core controller of S5PV210 and peripheral modules. Peripheral modules including RAM memory modules, FLASH module and Ethernet interface module,4G module, camera module and power module etc. In design of monitoring server software, an embedded software development platform which includes the establishment of cross-compiler environment, Bootloader transplant, Linux kernel transplant, and production of root filesystem. And then transplants camera driver and 4G module driver to Linux system, and designs software for 4G module to connect to the Internet. Then by using the V4L2 of Linux system for image acquisition, and the acquisition of image format conversion, using MFC module of S5PV210 processor implementation of h.264 compression coding, using JRTPLIB to send video images to monitor the client based on RTP protocol.The hardware of monitor the client is PC. The design of monitoring client software, including the use of JRTPLIB library to realize video image receiving, using the library of FFmpeg to realize decoding H.264 video format and realize H.264 video formats into AVI format, using the library of Opencv to realize image displaying, using the ActiveX control to design the function of video playback, using the method of Gaussian mixture background modeling to implement target detection, and using MFC to implement multithread programming.The experimental results show that, the wireless video monitoring based on 4G network has better stability and reliability, and the image is very clear, the system can meet the design requirements.
