Because of Chinese energy shortage, high consumption and low utilization rate of serious problems, countries have introduced a number of policies to promote energy saving work. In the 13th Five-year Plan, the state proposed to improve the energy-saving, water-saving standard system, organized the implementation of energy efficiency, water efficiency leader to lead action. The key to achieve the goal of energy saving is to reduce the industry especially high energy consuming industrial energy consumption, improve energy utilization rate. In recent years, some enterprises have adopted to establish energy management system for energy management to achieve energy-saving results. Visible, in view of the characteristics of different applications to establish energy efficiency assessment index system for saving energy and reducing consumption is becoming particularly important.Distillation unit energy consumption accounts for about 25% to 30% of the refinery total energy, and is a considerable unit of energy consumption in refinery. It is of great significance to save energy and reduce consumption of it. Based on the background of a 863 projects of a petrochemical company " Energy efficiency monitoring and evaluation and optimization control technology and system for petrochemical industry ", for the goal of atmospheric and vacuum distillation unit's scientific and reasonable energy efficiency monitoring and evaluation, from the perspective of energy efficiency, through the analysis of the atmospheric and vacuum distillation unit's energy consumption and the energy medium flow of fuel, steam, water and others, proposed the efficiency monitoring and evaluation hierarchical structure of system level, process level and equipment level; for atmospheric and vacuum distillation unit, set up energy efficiency monitoring and evaluation index system, and its rationality and effectiveness is verified by the data; based on the above research, completed the design of distillation unit energy efficiency monitoring and evaluation system, included the design of the system's function, structure and module, the system implements the atmospheric and vacuum distillation unit energy levels for real-time monitoring and assessment.In this study, a Petrochemical Industries is selected as the pilot object, which is used to verify the value of the application and promotion of this study. The results show that the energy efficiency monitoring and evaluation index system can be used to evaluate the effectiveness of the system. The framework designed has been used for the development of the platform, after debugging, running stable and accurate. Effectively improve the management level of enterprise.
