The application of emitter location and tracking in wireless sensor networks has become more and more popular. For the target location and tracking for wireless sensor networks, the motion of maneuvering emitter is much closer to reality, so the location and tracking of maneuvering emitter is usually regarded as the main research problem. Compared to the non-maneuvering emitter, the complexity of tracking of maneuvering emitter is higher. Also, tracking multiple unknown maneuvering emitters is an important task in various civilian and military applications. When two unknown emitters send signals that fall into the same channel, each sensor node receives the signals from both emitters. In this case, it becomes difficult to separate the TDOA/FDOA information of each emitter from the received signals. Therefore, this paper considers the tracking problem of multiple maneuvering targets as the research objective.For problem of single target location and tracking, EKF-IMM and ACCPM was used to estimate the location and velocity of the target and its corresponding mode transition prob-ability matrix. On the basis of this single target location and tracking theory, this paper proposes tracking of multi-targets based on the JTPM ML estimation, associated permuta-tion matrices of TDOA/FDOA measurements can be obtained by maximizing ML function of JTPM of multi-target, that is, the separation of TDOA/FDOA measurements is realized, then the problem can be turned into two independent single target tracking problems so that the two-target tracking problem can finally be solved by EKF-IMM and ACCPM.Sufficient simulation results show that this method has high estimation accuracy for base states and TPM, so it is workable. In addition, this method is robust to high measurement noise.
