With the development of wireless communication technologies and services today, the demand of the application in all walks of life make the electromagnetic environment become increasingly complex, so the higher requirements had been put forward to. As the basic and extremely important national strategic resource, the radio spectrum resources play a crucial role in the development of social economy and national security. Therefore, it's very necessary to build a radio monitoring network for scientific plan and utilization of radio spectrum resources, so as to guarantee the daily monitoring works. In this paper, the main research is the localization of propagation models and grid of monitoring areas, and achieve the coverage of grid and the display of digital map based on the GIS platform, and then complete the part of the demands of Gansu Province radio monitoring network and spectrum planning platform software project.Firstly, it is very important to research the propagation model during the planning of radio monitoring network. Propagation model is mainly targeted at predicting the path losses of radio wave propagation in order to match the specific geographical environments, and each model has its own empirical formula of path losses. The measured data is based on the environment of the New Area in Lanzhou, and combine with theoretical research for the models of Okumura-Hata, Cost231-Hata, Egli, SPM, COST231-WI and so on. Through compare the measured data and calibration models, we can get a model which adapt the propagation environments, and provide a theoretical basis for the planning of monitoring stations and the calculation of coverage in radio monitoring network platform.Then, we use the gridding method to divide the coverage of monitoring areas, and use Lagrange interpolation method to monitor the measured data in monitoring areas and calculate data of models, and then store it in the database of monitoring network planning platform according to the location information. We use C# language to program the model algorithm and Lagrange algorithm in order to access that software.Finally, we design the software to Gansu Province radio monitoring networks and spectrum planning platform in the development of VS2010, and analysis the monitoring station of regional simulation, more monitoring stations, and complex electromagnetic environments. In the end, we achieve the display of coverage and the output gridding report based on the GIS platform.
