With the rapid development of computer and network technology, the traditional personnel management works gradually to the network office automation transformation. As a result of college expansion, the number of staff is also growing, the traditional personnel management pattern already can't keep up with the pace of The Times, using computer to realize scientific personnel in colleges and universities and automation management is imperative. Therefore, to develop a set of accord with the characteristics of colleges and universities is of great significance to the personnel management system.The goal of this paper is to design a personnel salary and work attendance management system of a certain university in Inner Mongolia. The paper covers requirements analysis, design, and detail design, implementation, and testing phases. This system uses the B/S architecture, which is written in the Python object-oriented scripting language and Django Web framework. Considering the data on a smaller scale, background supports MySQL database storage. In the meantime the basic model of RBAC, which propels each user dynamically, allocated multi-roles, each user role for different system permission, in order to greatly increase the flexibility and security of system. During the development process using waterfall model and following software project's thinking to develop it, in addition giving a strict test of the software in every stage, but also fully guarantee the reliable not only convenient for maintenance and management work. In design, the whole system is divided into nine modules, including stuff management, post management, title management, departments and administration management, system management, salary management, role management, user management, attendance management; each modules can be divided into smaller sub modules. Every module is design loosely coupled, and offer input and output interface. Finally, the paper summarizes the contents of research, explains main work and points out the existing shortcomings, and prospects further goal.
