This thesis presents software design and implementation of Shanghai electric power company's grid equipments technical upgrading and maintaining operation support system. This system is developed with the focus on the equipments whole lifetime maintaining quality management based on advanced information techniques to realize the equipment quality management strategy. Through this system variable kinds of projects can be uniformly managed with the merits in raising the efficiency as well as reducing the operational costs.This software system's functional requirement analysis, software design and program implementation are discussed along the baseline of software engineering. In requirement analysis aspects the problems mainly oriented by the system is described on which basis the project management functions, inspection and maintaining information management functions and the equipment asset purchasing management functions are analyzed and presented with use-case models established, laying down necessary foundations for the following sections. In system design aspects the layered software architecture is presented with its database logic design scheme, representative relational database tables design schemes, internal object components inside the main modules and the related functions and the business procedure framework for each main module. Based on the above design scheme the system's programming implementation and system tests are also sketched.This software system is programmed with Java and Oracle database storage procedures and is already done with its testing. By application of this system various kinds of technical upgrading and maintaining projects within the company are uniformly managed under the uniform specifications and workflows, operational information is completely shared within the whole enterprise departments, which effectively raises the utilization of power grid equipments at the level of their whole lifetime and significantly reduces the operational costs. All this merits have well appeared during the initial application phase of the newly developed information system.
