With the rapid development of Internet technology, the mobile terminal as a carrier gets more and more popular, such as smart phones, tablet PCs and other mobile wireless communication devices, so that the MDTN (Mobile Delay Tolerant Network) has become a hot topic in the wireless sensor networks. At the same time, these mobile devices have the advantage of mobility and portability, but there are some problems of limited battery power and limited bandwidth, these are easy to lead to network congestion. And when a node's energy is used up, it will affect the life and performance of the entire communications network. Therefore, the congestion control mechanism with the effective energy constraint has important influence for MDTN.In this paper, we are based on the existing routing protocol, congestion control mechanism, energy-saving mechanism in the mobile delay tolerant network and propose congestion control balancing strategy with energy constraint. We take remaining cache and energy of nodes as a basis, the nodes in the network are divided into different levels after the node receives the request of messages, they will make the following steps. Firstly check the rank status of themselves. Secondly adopt different strategies depending on the different level, if the level is on the verge of congestion, it will take the packet loss strategy, if the node is in a lower energy level, it will take the method of delay receiving messages, if the congestion level and energy level are at a low state, the node does not receive messages. This method allows nodes that congestion level and energy level is lower to prioritized participate in the routing, so that controls network congestion and balances energy in the network. Finally, in order to verify the performance of this mechanism, this paper implements it on the ONE simulation platform and compares them with the routing of unused this mechanism. Results show that the proposed algorithm improves the network congestion in the same network environment and extends the life of the entire network.
