In recent years, with the rapid development of economy, people is strongly demanded for banking informatization and electronic. The innovation of network technology provided the possibility. ATM system is interface with the Windows operating platform. It can realize some basic banking services and can bring much more convenience to people's life as it can save time when people in line at the peak time. For Banks, ATM system can improve both the service efficiency and customer satisfaction.The number of ATM system is growing very quickly in recent years. Business volume increased rapidly and more and more people accept and is willing to use an ATM machine. So the role of ATM in bank service is more and more important. The system don't have to use manual to control the system data access. It can timely feedback customers'information to the server automatically through the database. It is a kind of rational structure, powerful function and highly flexibility of management system.This article introduced the various techniques and frame structure involved in the ATM system which is the foundation for the design of the system. Then, design and develop monitoring and management system based on C/S hybrid for ATM equipment combined with Struts, Spring and Hibernate framework. It can be divided into two directions. One is providing customers with various functions. The other one is to provide the bank staff with the authority to manage and look up the ATM database. This system adopts the function modular, make the structure more clear, with portability and expansibility. System friendly interface, convenient operation, and can meet the needs of market and users. At the same time also on the system function test, to ensure availability of the system, and achieved good application effect. This system have friendly interface and can make bank customers operate the application more easily. In terms of flexibility, the system has set aside many available capacities for expansion. Finally, the real case is tested on the system to ensure the availability of the system which achieved good application effect.
