The shipping-safety assistant system aims to construct the automatic hydrologic and meteorological tele-metering system,shipping supervision system and social public service information release system by deploying the monitoring equipment on board and along the waterway for real-time information acquisition,and using GPRS/Beidou satellite for data transmission,in order to provide technical guarantee for shipping safety management,emergency command,safe navigation.This system can be divided into three main functions,real-time basin-wide hydrological monitoring and early warning,chemicals vessels and passenger vessels safety assistant system.Different from the traditional automatic hydrologic tele-metering system designed by water conservancy department,the core target of this system is in the service of shipping,on the basis of the electronic channel map,GPS,AIS and VTS system,this system improves the functions,in order to improve the safety of shipping,disaster prevention and mitigation.This system adopts B/S(browser/server)and C/S(client/server)architecture,the information query interface adopts B/S structure,the backstage application(such as database maintenance management)adopts the C/S structure.So the advantages of two kinds of structure can be used,and the complementary advantages meets the demand of the system better.Firstly,this paper highlights the importance of the shipping-safety assistant system through listing the examples of the serious situation of inland waterway transport,and the national strategic thinking of "Wisdom Channel".Secondly it presents the research status at home and abroad in this field.Next,this paper gives the general situation of sample area and the function analysis based on the requirements of users,and then it introduces the overall design of the sample area in Wujiang river through the following three aspects,system construction,system architecture and performance requirements.In the aspect of system network,it finally uses the communication mode of GPRS combined with beidou satellite navigation communication system,through contrasting 5 kinds of commonly used data transmission mode.The monitoring data center of Wujiang river shipping safety and the other stations constitute a point-to-multipoint transmission mode.In terms of core monitoring instruments,it mainly introduces the equipments of water level,flow velocity,rainfall regime,and fog monitoring.Finally,the construction of the central station is introduced by the following three aspects,the application system construction,the mathematical prediction model and the data construction.In addition,the hydrological early warning system,meteorological early warning system and the public information release system are the core of the application system.The flood forecast accuracy depends on mathematical prediction models,so the research of the mathematical model is very important.Data project is mainly divided into two aspects,the foundation database and business database.The early stage research goal of this project is to complete the hydrological and vessels remote real-time monitoring system in the Wujiang river,Fuling.Gradually,it can be popularized to all chongqing and even the whole country after the technology matures.With the popularity and maturity of the system,it can effectively ensure the safety of shipping.
