With the economic development of China, people's living standards have been increased gradually. More and more people have their own cars. Chinese people need a large number of imported luxury cars; therefore, the import volume of luxury cars is growing in the process of Chinese internationalization.As an official of China Entry-Exit Inspection and Quarantine Bureau, the author found out that the information of license certificate management about imported luxury car is input to the Excel table by manual operation. Every time operators have to carry out a great deal of records for finding the corresponding entry in order to update the original record of the license certificate management. However, the disadvantages of manual management are becoming more and more obvious, such as insecurity, complex operation and high error rate. So the innovation of license certificate management about imported luxury car is extremely urgent. People use software instead of manual operation to manage license certificate with the aim of reducing error rate and improving security by the means of more advanced technique and informatization. Meanwhile, government can know the trend of imported car demand according to data analysis of license certificate information, then adjust the focus of work and strengthen the follow-up supervision and management. The thesis "The Design and Implementation of Information Management System for The Automatic Import Certificate" is just based on above ideas.This System allows users to have access to the corresponding operation. The administrator can operate the user information, the operators can handle the Certificate information including adding, updating, deleting, querying, and printing and also the system can automatically makes Certificate verification. The system will meet the various needs of the staff, thereby making the mode of Certificate management from inefficient manual operation to efficient informatization and automation.The purpose of this thesis is to study on the mode which informatization can instead of the past manual management. Office automation will play a leading role in the process of working mode reform.
