Design And Implementation Of Heilongjiang Province Public Security Video Investigate Platform

With more and more cases detection's dependence on video detection technology, the massive video management, storage, retrieval and trial application poses a lot of difficulties subsequently. The effective management of existing video resources, provision of valuable clues in case handling process, implementation of comparison analysis by associating image, case information, key personnel track information is an important subject for video applications under the maintenance of public security.Nowadays, video detection technology becomes increasingly important in the detection of criminal cases. Followed by criminal technology, action technology, internet detection technology, it became the fourth technology support for criminal investigation and detection. Along with the large-scale construction of safe city, video monitoring has become an important technical guarantee for building a peaceful and harmonious society. Video monitoring plays an indispensable role in building, monitoring and innovating public security prevention and control system, and serves as an important tool to detect, search and extract criminal evidence in the process of criminal investigation and detection. However, the massive video data and images have brought new challenges to the video usage and management.This paper explained a few important concepts of system, focused on the detailed analysis of key system demands to sort out business demands for detail design of system modules, while performing advanced investigation on technical difficulties before the system final construction. The system adopts B/S architecture with Microsoft. NET platform, C# language and SQL Server2008 database. The platform mainly includes five modules, namely case management, my platform, case study, performance statistics, system management, which could realize case entry, review, management, trial, analysis, query and other functions.The platform discussed in the paper has been put into operation successfully, which has satisfied customer demand. The most popular development technologies was used by the platform to realize information sharing of videos, improve the efficiency of public security and strengthen quality of police service. Meanwhile, it serves as a strong support for criminal video sorting and analysis, case study as well as fast target locating.
