With the rapid development of J2EE technique, it is accepted by international market because of its reliability and extensiveness, and becomes mainstreams of web development. E-Government system as part of internet, its security and reliability are the cornerstone of consideration. Adopting J2EE technique could provide highly security and various choices, so the technique rapidly develops in E-Government application.E-Government system's project and thesis of one government industrial park provide backdrop for the paper. Detailed discusses and analyses such problems as J2EE design pattern in system architecture design, decision support system design in talent management, and decision pattern construction. The paper's mainly research effort and innovation list as follows:1. Make an investigation on the design pattern of J2EE system architecture in depth.2. On the basis of taking Struts as presentation framework, creatively bring forward and carry out rich client pattern as a substitute for traditional B/S pattern or C/S pattern in presentation layer.3. Put forward such ways as integrating session fagade pattern, EJB Home factory pattern and EJB command pattern to constructs business layer of E-Government system.4. On the basis of adopting data access object pattern in integration layer, creatively bring value object to integration layer and offer to construct persistent framework.5. According to the demand of government manpower decision management, adopt mathematical model to implement talent forecasting. To use linear programming in recruitment, regression prediction and Markov model in manpower quantity of supplying and demanding, fuzzy mathematics in talent synthesis evaluating and state space method in talent layout.
