As population growth and industrial economic prosperity intensifies the global warming, reducing carbon emissions has become a global hot issue. Carbon emissions from logistics activities accounted for 5.5% of human activities, transportation and distribution is one of the main sources of carbon emissions. Therefore, this paper selects urban distribution in logistics operation optimization problem as the research object. Modeling the multi-objective urban distribution consider carbon penalty rate in time-varying network. Analysis enterprise's urban distribution decision scheme through the carbon penalty rate which as a decision-making reference index. Achieve the win-win goal of both economic efficiency and reducing carbon emissions. This research has important theoretical significance and application significance.In this paper, the main contents include the followings:(1) This paper studies the determination of carbon penalty rates and time-varying network mathematical description and calculation. This paper determines the rate of carbon punishment concepts and mathematical description, and uses mathematical derivation proves how carbon penalty rates as decision variables to help companies select the appropriate reference distribution program. This paper does the mathematical description of time-varying networks at urban distribution through the time-dependent velocity.(2) Construction of urban distribution optimization model considering the punishment rate of carbon. Turn the previous research which only considered the cost into the research which put the environmental and economic factors into account, build a multi-objective optimization model for urban distribution, and analysis the model through the punitive rate of carbon determined by this paper.(3) Build the urban distribution optimization model considering the punishment rate of carbon at time-varying network. Add time-varying network elements into considering the penalty rate of carbon urban distribution optimization model to build a better city distribution optimization model and analysis model through carbon penalty rates.(4) Model solution and analysis of numerical examples. Through an example about an enterprise in Shenyang City distributes vegetables to various hospitals, design VNS heuristic algorithm (Variable Neighborhood Search) for the model to provide decision-making of distribution optimization for the enterprise. Through numerical analysis verify the validity of the model.This paper enriches the low-carbon supply chain operations research by proposing considering punitive rate of carbon urban distribution optimization model in time-varying network. Meanwhile, the model constructed in this paper and the introduction of making reference variable with a carbon penalty rates provide the valuable operational guidance for enterprises decision making.
