With the developing of the network, multi-stream and multi-home network environment is becoming increasingly popular. It has been an inevitable trend that the SCTP (Stream Con-trol Transmission Protocol)will be the transport protocol of the next generation network in-stead of the TCP(Transmission Control Protocol).In order to make better use of network re-sources, aggregate bandwidth and improve network throughput, researchers have proposed SCTP-CMT(Stream Control Transmission Protocol-Concurrent Multipath Transfer) based on SCTP. SCTP-CMT transmission optimization is one of the key issues to improve the through-put. The study has important theoretical and applied significance.In order to achieve SCTP-CMT transmission optimization, the sender should have a cor-responding data distribution strategy to achieve a reasonable distribution of the data. The re-searchers originally use the RR(Round Robin), WRR(Weighted Round Robin) and other sim-ple data distribution to realize the data distribution in the multi-path. However with the in-creased complexity of the network environment, network conditions have more and more ef-ficient impact on the transmission. In order to assign the data packets more reasonably, re-searchers have proposed a number of packet allocation strategy based on bandwidth detection techniques. These proposals have solved the problem that the obstruction and lost have nega-tive effect on the transmission efficiency. And the sender have achieve a better distribution of data packets, but these methods are given for specific network elements. When the network environment becomes more complex, these methods for sending side packet allocation will be limited.The former researchers proposed methods mostly based on the influencing factors of the network path. However these factors change in the network will be reflected on the RWND(Receiver Window) in the receiving side. RWND's change can be a good reflect the actual network conditions. In this paper, we propose a method based on the RWND of the re-ceiver and the data transmission rate of the sender that can adjust the weight of the data distri- bution for the paths. We propose the ARRP (Arrival Rate and RWND-based PW) mechanism base on the M/M/1 model. And we also deduce the formula of the data distribution weight based on the data transmission rate of the sender and the RWND of the receiver. And in order to improve system robustness against network congestion status, we propose a new redundan-cy control mechanism based on the existing CMT-PF(Concurrent Multipath Transfer-Potentially Failed). This mechanism can reduce the retransmission request and improve data transmission efficiency. Finally, simulation experiments confirm the ARRP mechanism has better performance on the throughput, average waiting time (Average Waiting Time,AWT) and redundant control.Finally, we summarize this paper and propose the future research directions.
