With the development of science and technology, great changes have taken place in the work, lifestyle and behavior habits of people. It is important to measure the living standard of people and information technology of country by automation level. We hope to use the existing science and technology and network communication technology, to create a more efficient way of life and work, so as to save our time and labor costs. On the other hand, the traditional paper-based office model is low efficiency and resource-wasting, which can't meet the demand of the increasing pace. The appearance of e-government system instead of paper-based office model. Combining with the characteristics of the bank government affairs, this article focuses on the design and implementation of handwritten in system for improving the efficiency of document flow and the office efficiency of leaderships and employees. In this paper, we used a tool Phone Gap, which provides the technology to build the cross-platform system. Besides, it employed B/S structure and models by object-oriented technology to support various format documents for import and endorsement.Digital signature technology is one of the most important technologies in the e-government system for security. In this system, we adopt a relatively newer secure hash algorithm, namely SHA-256 algorithm. This algorithm makes some improvement on MD5 and SHA-1 algorithm, and the algorithm is more excellent. SHA-256 produces 256-bit values. The ability to resist the birthday attack and the existing differential attack is stronger than MD5 and SHA-1.The biggest innovation point of this article is a cross-platform and improvement of the secure hash algorithm. The use of cross platform framework technology makes the system support for IOS and Android mobile terminal system and used more widely. At the same time, the use of newer SHA-256 algorithm improves the security of the document information. The main work of this paper is adopting the cross platform technology, the SHA-256 hash algorithm and other security control mechanisms, and a handwritten endorsement technology to build a commercial bank's handwritten signature system. It is a cross-platform system with the function of handwritten endorsement and affixed with the seal, which can run on mobile devices and is not restricted by mobile terminal system, used and more widely. The system realizes the function of handwritten signature, stamp, remind, secure certificate and so on, and uses some cases to test on the system function. System test results show that the system can better realize function of the handwriting signature on the computer, IOS and Android mobile terminals, and the security is higher, and the operation is better. It saves the time for the users and can effectively improve the working efficiency.
