Compulsory education is the school education provided by the state according to law for every school-age child and is also regarded as public service of the government.The development of compulsory education relates to social and national development,and it embodies the starting point for realizing social equity.The access to compulsory education is the basic right of every school-age child according to the Compulsory Education Law.Both parents and school-age children should effectively safeguard children’s right to compulsory education.The newly revised Compulsory Education Law clearly stipulated that “Compulsory Education should be provided by the Government”,and implementing compulsory education and balancing the allocation of educational resources are an important responsibilities of the government.The government should implement the legislative spirit of the compulsory education law,which requires the government to ensure the balanced and adequate supply of resources in order to fully take the responsibility and fulfill governmental functions.In this way,school-age children’s equal access to educational resources could be guaranteed and the contradictions in allocating resources could be resolved,which could lay a solid foundation for China’s stable development and social harmony.In addition,the society could provide favorable support for the development of compulsory education,creating a favorable social and educational environment,and actively participating in the resources’ allocation and management.The social efforts can ensure the educational equality and provide a favorable environment for the talents’ cultivation and China’s development.This research conducts a case study of Education Bureau of Jinjiang District on coping with primary school admission in Pangang District in Chengdu in 2017.Professional theories including new public service theory,game theory,public product theory and public policy theory are applied.And social sciences research method is used to analyze the government’s measures in allocating educational resources,which points out the significance of government in providing compulsory education.In the case study,the total compulsory education resources of Pangang District in Chengdu cannot meet the demand,so Education Bureau of Jinjiang District adopted “three measures”to solve the problem.By analyzing “three measures”,namely “withdraw leased school buildings”,“access to nearby school” and “to provide public service more efficiently”.The research offers suggestions to guide the Education Bureau of Jinjiang District to allocate the educational resources in an appropriate way.It is important to proactively mediate the interests of all parties,and provide realistic basis for the government to resolve the contradiction and rationally allocate compulsory education resources.
