Ideological and political education in colleges and universities is particularly important in the construction of socialist spiritual civilization among contemporary college students.And it is the key way to improve their ideological and moral qualities.However,due to the rapid changes in the current domestic and international situation and the simultaneous presentation of various social problems,the ideological and political education has become difficult.In addition,the differences in the level of teachers,the different acceptance of students,the lack of educational environment,and the dissemination skills and ways of educational content make China's College Students' Ideological and political education face great challenges.Therefore,the reasons for the problems in the ideological and political education system of university students are studied,and finding effective ways to improve them is of great theoretical and practical significance.The theory of agenda setting is very effective in informationdissemination,and has been applied to many research fields and has achieved remarkable results.Therefore,this paper focuses on the systematic analysis of the internal role of agenda setting and its application in Ideological and political education activities in order to enhance the effectiveness of Ideological and political education in universities.Based on the theory of Ideological and political education and the agenda setting,the paper makes a comprehensive study of the methods of literature research and system science under the guidance of dialectical materialism and historical materialism.First,through the analysis of the agenda setting,we understand the evolution of the theory of communication effectiveness,and then stripping out the paradigm shift of the agenda setting.It is divided into a functional hypothesis paradigm,an agenda construction paradigm,and a framework construction paradigm.The second is to find the agreement of Ideological and political education and agenda setting in Colleges and universities,and demonstrate the feasibility and necessity of the combination from aspects of theory and reality.The following is the systematic analysis of Ideological and political education from the perspective of the agenda setting,and analyses the problems in the subject,object,medium,environment and communication effect.Finally,based on the mechanism of agenda setting,the paper puts forward some countermeasures to improve the effectiveness of ideological and political education in colleges and universities: focusing on the subject issues of Ideological and political education,strengthening theobject issues of Ideological and political education,giving different environment to the agenda setting function and setting up the media of Ideological and political education agenda effectiveness.Ensures the maximum effectiveness of every factor in the ideological and political education system,thereby improving the effectiveness of Ideological and political education in the whole university.
