From December 7th to 8th,2016,National Conference on Ideological and Political Work in Colleges and Universities was held in Beijing.President Xi Jinping attended and stressed that all-round education and moral education should be put in the central place consistently,he emphasized the ideological and political work should penetrate the whole education process through an all-round process and a comprehensive aspects,thus to achieve new era for education in domestic colleges and universities.As the backbone of this work,counselors' quality and the group ability affect whether the ideological and political work can be successful or not.To strengthen the establishment of counselor teams in colleges and universities has positive pushing effect for the ideological and political education.In June 2014,the State Council announced <The State Council's Decision to Quicken the Development of Modern Vocational Education>(Guo Fa(2014)19 Hao).in which shows the great emphasis consistently emphasized more on vocational education and the development and push the higher vocational education into a high speed stage.Gansu Health Vocational College,as a newly upgraded heath vocational school,now embraces precious opportunity.And meanwhile,it faces with lots of challenges.The management mode of secondary vocational school no longer meets the requirement regulations in higher vocational school.New demands have been uplift with the change of students age and students source.As a powerful link of ideological,political and management work of students,counselors have very crucial functions.Counseling is a new thing for Gansu Health Vocational College.How to push the transformation from head teacher to counselor and manage well are the confronted tough problems of student's work.After the performance management theory was passed into China,it has been applied into various fields by the government and companies,which also become a hot topic of theory research.Performance evaluation demands that personal goals should comply with the group goals.Establish a evaluation system of counselor's personal performance could push the growth and development of counselors themselves and also meaningful to help establish and comprehensive development of counselor team.Meanwhile,the original evaluation system of counselors has many problems,for example the evaluation subjects are too limited which lack fairness,and the evaluation system is not complete and one-sided.Based on this the article uses Gansu Health Vocational College as an example and researches on the evaluation system of counselor's performances.<Regulations for Establishing Counselor Team in Colleges and Universities> is an important basis for this article.And the article comes up with research problems while combines with the actual situation in Gansu Health Vocational College,utilizes method of document analysis and bases on domestic research documents.Through questionnaire and interview,it analyzes the current status of performance evaluation in Gansu Health Vocational College by employing the theory constructed in the process of performance evaluation.And through comparison and selection of representative general colleges and higher vocational colleges,the article studies the evaluation methods of counselor's performance in those colleges in order to provide suggestions and insights for the optimization strategies in Gansu Health Vocational College.All in all,the article puts forward optimization strategies for the evaluation system in Gansu Heath Vocational College from various perspectives.The article has six parts.The first part is introduction.It introduces the research background,the related documents,research methods and technological roadmap,the main content,innovative parts and shortage.In the second part,it is about the definition of core concepts and the theories basis.The third part is about the current status and problems of the evaluation system of counselor's personal performance in Gansu Health Vocational College.It analyzes the current status and the reasons of those problems.The fourth part investigates and analyzes the evaluation of counselor's personal performance.Through interview and questionnaire,it analyzes the current status of counselor's work and performance evaluation.The fifth part is about the experiences and insights brought from performance evaluation systems in other colleges.Through analyzing their basic information,it finds out the insights and learns from the experiences which serve as foundations for the performance evaluation system in Gansu Health Vocational College.In the sixth part,the article talks about the optimization strategy for performance evaluation system in Gansu Health Vocational College.Through pointing out the value system and goal system of performance evaluation for counselors,and through the indicator,team and environment systems,the article finds the optimization strategies.
