With the economic development and the full implementation of the strategic goals of rejuvenating the country through science and education,people's demand for quality education has become a necessary condition for a better life.Education not only bears the fundamental task of teaching and dignifying people with knowledge,but is also a tool for achieving social fairness.According to the Guidelines of the National Program for Medium-and Long-Term Education Reform and Development(2010-2020),it's required that the balanced development of compulsory education should be basically and firstly achieved by 2020 within the county scope.At present,the imbalanced development between urban areas and rural areas has constrained the development of education,which led to a more serious imbalanced state.The compulsory education schools in rural areas were disperse and scattered,with deficient resource.Subsequently by the adjustment of the layout,the measures of removing and merging schools made more centralized education,which increased the distance and more risky to go to school,and children would get poor education.Therefore,the quantitative evaluation of the balance and the rational layout adjustment become more urgent.This paper takes Jianli County of Hubei Province as an example.According to the provisions of the compulsory education development in Jianli County,the quantitative evaluation index system of compulsory education development has been proposed,which including opportunity balance,process balance and result balance.The opportunity balance is explained by the equal of educational opportunity,consisting of distance,accessibility and the balance of facilities and children.The process balance is explained by the balanced allocation of educational resources,consisting of teachers,classes,school area and educational investment.The result balance is explained by the quality of schools.The junior high school students' scores for the senior high school entrance examination is the evaluation indicator of the quality of schools.The results show that there are major differences between the central areas and the rural areas,northern Jianli and southern Jianli.It is also revealed that there is a shortage of resources in areas with high educational opportunities,and adequate resources with poor quality education.All phenomena reflects imbalanced development state in Jianli education.In order to improve the imbalanced development of compulsory education,according to Jianli County's Compulsory Education Balanced Development Plan,a solution to the layout adjustment plan in the perspective of space is proposed.The proposed solution is demonstrated with the empirical data of Jianli compulsory education schools in 2010.And the solution has cancelled 139 schools and built 10 new primary schools.Compared with the current situation of the primary school layout of Jianli in 2015,the result show that the solution has improved the imbalanced state of compulsory education,while poor areas such as southern Jianli have also eased.The balanced development of compulsory education needs to be examined and assessed in many ways.It is also closely related to the government's economic planning and humanistic planning.In the layout adjustment,it is necessary not only to consider the balanced development in space,but also to consider the wishes of the masses,history and culture.Finally,the research content of this paper is summarized,which can provide reference for the balanced development of spatial layout adjustment.
