As the representation and extension of the concept of social justice in the field of education, educational equity has become the pursuing value and philosophy_of many countries in the world. In China, as the demand of quality of education increases, educational equity is becoming increasingly prominent, uneven development of compulsory education has become the largest education question. At present, the balanced development of education and educational equity is unified; the balanced development of compulsory education is a basis and important content to achieve an equitable education.The Imbalance for compulsory education in China mainly exist in the imbalance between regions, urban and rural, schools, and unequal educational opportunities among different groups. Unbalanced development of compulsory education has far-reaching harms: firstly, risking education equity and social justice, being unfavorable to a harmonious society. Secondly, it is unfavorable to the comprehensive development of human being, limiting the improvement of the overall quality of people, affecting economic growth and modernization process.The reasons for the formation of Unbalanced development of compulsory education are many:the imbalance between social and economic development; the impact of urban-rural dual system; inadequate investment of education; key school system; social class differences, and different educational philosophy and management methods among schools and so on, but the most important is the education policy and unfair system. Therefore, to achieve balanced development of education the most important is adjusting education policy and equitable distributing educational resources.For the problems of unbalanced development of compulsory education, it should increase financial input, adjust education policy for the start, develop rational resource allocation mechanism of education, change the urban and rural school construction and teachers income and other issues from the policy. Increase the investment in rural education, implement standardization of primary and secondary schools within the region and balanced school conditions in urban and rural schools; equal pay for teachers in rural and urban at the same level, and the payment of additional subsidies for rural teachers, the exchange system for principals and teachers in primary and secondary schools, balance the school teachers. Only in every region and every school the distribution of educational resources and wage income of teachers has no difference, can education truly balanced develop, the school really run out of their own characteristics.
