As an important carrier,tool or means for maintaining the administrative power operation or intervention of academic activities,the effectiveness of the written rules plays an important role in the effect of the internal governance of universities.Written rules play expected utility will guarantee the university management work in good operation.In reality,for each university,such a large number of written rules whether can play its expected utility is worth thinking.If the utility of the written rules is weakened or alienated,then the factors that influence the validity of the written rules should be found to promote the realization of the validity of the written rules.In order to study the validity of the written rules and the factors that influence the validity of the written rules,this study focuses on the written rules of post-graduate management in universities.There are few studies on the written rules of graduate management in existing literature,so it has some theoretical and practical significance to deepen the research.This study focuses on the effectiveness of the graduate management written rules in H university,and analyze the utility of graduate management written rules,analyze the phenomenon and reasons of utility weakening.And give some suggestions and comments to improve graduate management work in universities.Based on the relevant results,this study divides the validity evaluation of the written rules of the graduate management into the following four aspects:(1)The legal rationality of the contents of the written rules;(2)Systematic system of written rules;(3)The allocation of students’ rights and obligations in the written rules;(4)The goal realization of the written rules.Through research,the the implementation of the written rules utility is summarized as the following:(1)On the whole,the graduate management written rules play an important role to maintain the order of postgraduate teaching and management work.(2)Some of the post-graduate management written rules have been weakened or dissimilated,the phenomenon are as followings:①The contents of the rules and the above rules differ in detail;②The systematization of the written rules system needs to be strengthened;③In the process of execution,there is a deviation from the target;④ Students’ rights and obligations unbalanced allocation.In addition,the author through the interview investigation.questionnaire survey and the methods of text analysis,analyzed the reasons of the phenomenon of written rules utility weakening or alienation,and concentrated in three aspects:(1)The system aspect.limitations of the written rules(2)Schools aspect.the absence of the school’s core rules.(3)Students aspect.students’ collective unconscious of the system.For the reasons,the author puts forward suggestions to improve the validity of the written rules:(1)Schools should pay more attention to the construction of the core rules,and build up the system of written rules.(2)Schools shall construct reasonable and lawful rules and regulations,implement and supervise the procedures.(3)Schools should strengthen the "citizen education" for students,cultivate students’ sense of responsibility,and encourage students to participate actively in the school’s democratic management.
