The issue of the boundary of autonomy in the running of universities in our country is one of the most important issues to be solved in the current research on higher education theories.In recent years,the boundary issue on the autonomy of colleges and universities is still unsatisfactory,and even a rigidly differentiated fixed exercise boundary has not yet been formed.This in turn leads to problems such as the abuse of power(profits)and the imbalance of power and responsibility in the process of university autonomy.In order to solve this problem,The Ministry of Education has successively promulgated the Outline of China's Education Reform and Development,the Education Law of the People's Republic of China,the Higher Education Law of the People's Republic of China,and the Outline of the National Medium and Long-Term Education Reform and Development Plan(2010-2020).This study intends to conduct in-depth theoretical research to scientifically understand and grasp the boundaries and values of the autonomy of colleges and universities.At the same time,it uses empirical investigation to explore various issues and constraints of the autonomy boundary of colleges and universities in China,and effectively exercises the autonomy of colleges and universities in running schools.The rationalization of borders has certain theoretical and practical values.This study consists of five parts:The first part: Introduction.This section mainly introduces the research frontiers of the university's autonomy in the boundaries of running schools.It mainly discusses issues such as the origin of selected topics,research significance,research review of related issues,research methods,and research ideas.The second part is the explanation and theoretical basis of the related concepts of the boundary of the autonomy of colleges and universities.This section mainly includes relevant concepts and theoretical foundations.The former is mainly about the definition and interpretation of related concepts,such as higher education,colleges and universities,autonomy of the school,borders,school autonomy borders,power and rights,autonomy in colleges and universities and university autonomy.The latter is mainly to explain the relevant theoretical basis,such as the principle of the due process established in the boundary,the principle of proportionality and the principle of proportionality,the balance of power of the boundary theory,the value of education policy positioning theory,cooperation governance theory.The third part: the reality of the implementation of the boundary of autonomy of colleges and universities.This part mainly analyzes the relevant provisions and actual conditions of the autonomy of the universities in China.Using the "Education Law" and "Law on Higher Education" as the criteria for judging the general situation of the autonomy of running schools in China's colleges and universities by interviewing and analyzing the results of the boundary of the autonomy of colleges and universities.The fourth part: the cause of the implementation of the boundary of autonomy in colleges and universities.This part mainly focuses on the actuality of the implementation of the boundary of the autonomy of China's colleges and universities in the previous chapter.It attempts to start with the laws,regulations,government departments,and colleges and universities themselves to explore the difficulties in the implementation of the autonomy boundary of China's colleges and universities.because.The fifth part: The breakthrough of the establishment of the boundaries of autonomous universities.The breakthrough path of the university's autonomy in running schools needs the cooperation and support of many forces.This section presents the corresponding breakthrough paths from the three levels of law,government,and universities.Breakthrough strategies at the legal level mainly include the improvement of legislative design,clarity of laws and regulations,and clear legal responsibilities and legal obligations.The government-level breakthrough strategies mainly include enhancing the awareness of the government's power borders,changing the government's management functions,and establishing effective supervision and evaluation mechanisms.The breakthrough strategies at the university level mainly include the standardization of the administrative model and the improvement of the supervision mechanism.
