A Survey On The Present Situation Of Operational Guarantee For Inclusive Private Kindergarten In Chongqing

The Inclusive private kindergartens are positioned to provide pre-school education services to the general public with pre-school education needs.The guarantee of the normal operation of inclusive private kindergarten is a prerequisite for improving the quality of the campus,and it is also an important prerequisite for the fairness of education.Chongqing,as the only municipality directly under the central government in the western region,studies the status quo of the operational support for inclusive private kindergartens and improves the construction of operational guarantees.It is an effective way to promote the development and popularization of public welfare and preschool education.However,at present,the difficult practical predicament of the widespread use of inclusive private kindergartens is widespread.This article is based on the theory of educational equity and the theory of education systems.From the four aspects of “system guarantee”,“teacher protection,” “financial guarantee,” and “material security,” 52 inclusive private kindergartens and 52non-governmental kindergartens in N District of Chongqing Municipality are included.The principal and 381 preschool teachers conducted a questionnaire survey and conducted in-depth interviews with 12 directors,12 preschool teachers,and 2 preschool education administrators to conduct an empirical survey of the status quo of operational support for inclusive private kindergartens in the N district of Chongqing.Through the analysis of field survey data,it is found that inclusive private kindergartens in N district of Chongqing already have corresponding operation guarantee measures,but there are also inclusive private kindergartens with limited support,weak teachers,and limited government funding,Problems with difficult operation and poor hardware conditions;At the same time,from the four main bodies: society,government,kindergartens,and preschool teachers,analyze the reasons for the existence of problems: First,the social support system in the process of operating non-commercial private kindergartens is weak;Second,the government lacks long-term overall planning for inclusive non-governmental kindergartens.Third,the management philosophy and behaviors of kindergarten managers are utilitarian.Fourth,the internal motivation for self-development of preschool teachers is insufficient andthe career planning is not clear.Based on this,from the perspectives of society,government,kindergartens,and preschool teachers,suggestions are made to improve the operational guarantee of private non-profit kindergartens in the N district of Chongqing.First,at the social level,a social support system should be established to increase input from social donations.Proportion,rational planning of social resources,and provision of appropriate venues for activities;Second,at the government level,the government will increase funding support,establish a sound teacher protection mechanism,establish a joint conference consultation system,and ensure a virtuous circle of policy implementation;At the kindergarten level,teachers' entry standards should be improved,the structure of the teaching staff should be optimized,the institution management system should be improved,the level of teachers' rights and interests guaranteed,the investment in hardware facilities should be increased,and a platform should be established for the development of teachers and children.Finally,at the level of the kindergarten teachers themselves,professional growth should be fostered.Concept,enhance post-employment development motivation,implement career development planning,and improve education and teaching capabilities.
