In recent years,the rapid development of Internet technology has caused big data to attract wide attention from all walks of life.Data has infiltrated every area of the industry,and big data is becoming another disruptive technology revolution,all of which indicate that the big data era is quietly coming.So far,big data for marketing,healthcare,educational decision-making,etc.are all hot topics in their fields.Big data has broken through the traditional fields such as military,financial and communications,and has become a key factor in enhancing core competitiveness for all industries.For many years,a great amount of data has also been accumulated in education.How to make these educational big data play its potential value has become a new voice now.The using of data to promote teaching management and decision-making has become the requirements of the times.Teachers' data literacy as the new meaning of information literacy in the era of big data is also gradually warming up.Data-driven decision-making implemented in education practice requires the support of front-line teachers.However,based on the data to improve the current teaching,management poses a serious challenge to teachers' data literacy skills,especially for K12 teachers.Relatively heavy work,low academic qualifications,weak scientific research capabilities,and few opportunities to access new technologies have resulted in a lack of data literacy among them.Most of data literacy researchs both domestic and foreign are still at the exploratory stage.A unified understanding about the concept,model and evaluation criteria of data literacy have not yet formed.Therefore,this study aims to construct a model and an evaluation system of data literacy competency for K12 teachers.In order to construct a scientific and complete structure model and evaluation system,this study adopts many research methods such as literature analysis,induction,and Delphi.By sorting out and analyzing the related literature,the author induces the dimension of data literacy ability,and constructs the structure model according to the transformation relationship among the competencies.Based on the model,the author has refined the three-level indicators contained in each dimension,and proposed the evaluation system of teachers' data literacy competency initially.Through two rounds of Delphi,experts were invited to make revisions on the scientific division of the system,the accuracy of language description and the importance of indicators to ensure the scientificness and perfection of the index system.Finally,this study selected K12 teachers in Beijing to test the evaluation system,and further verified the scientificness and usability of the system through the survey data analysis,which provides a reference for the practice of the model and index system.
