When giving a simple glimpse to economic research,we can hardly find that efficiency evaluation had been neglected in any period. These days, there exists three methods(DEA,SFA,TOPSIS),known as accurate and robust, are widely applied in efficiency evaluation. But indeed, these methods are all based theory relative evaluation, could be proved to be naturally sensitive to the size fluctuation of sample set when we sight back onto the principle of the method mentioned. And because of the reason pointed out above, applications research in high-dimension circumstance based on them may not quite appropriate. And what's more, these methods may behave terrifyingly in statistic test, especially in the cases of non-parameter tests.Amount them, benefit from its maneuverability and universality TOPSIS method always applied into efficiency evaluations, which based on high-dimension data set directly,by virtue of its fine characteristics such as perspicuous theory and flexible transformation. However, compared with DEA and SFA,TOPSIS method may behave too sensitive in some circumstances. So,when faced to dynamic sample set amount big-data environment TOPSIS method may be very feeble. This text will begin with the core principle of TOPSIS method, and base on that,to argue the real reason of TOPSIS specifically. Then, with measure theory, find a solution to improve TOPSIS method. After that, there will be a bunch of non sequiturs simulation experiments to prove the new method indeed gives TOPSIS method an absolute improve. What's more,in the last sector there will be a case analysis to make it sure that in practice new TOPSIS method behaves better.
