The 21 st century is the era of information,knowledge to lead the development of the society,also quietly in various fields caused a revolution in the smokeless.The famous management gurus once said,is one of the largest assets of social life.As a resource in the use of high value,high plasticity of human resource is the core of knowledge in the information age for resources.Colleges and universities is to cultivate and centrally gathered talents,how to effectively utilize human resources management,to maximize the existing human resources role play,is each university are required to think seriously about the problem.Attaches great importance to science education in our country,and rose to the height of the national rise and fall.Sports human resources is the foundation of our current national fitness activity resources,is also deepen the education reform,perfect the important resources of physical education teaching.Sports human resources as a part of the education resources in colleges and universities,as well as provide motivation for the development of education in colleges and universities,the management of sports human resources effectively and development is the key to affect the college sports development trend,but also good for our country to realize the national fitness program is realistic and important problem in our country.Based on ordinary institutions of higher learning of Zhangjiakou sports current situation of the development and management of human resources,the status quo of information collected through the questionnaire survey to understand the sports human resources development present situation and the problems existing in the development and management,by using Delphi method through three rounds of expert questionnaire concentrated expert opinions and Suggestions,aiming at the problems reflected more correct countermeasures and Suggestions are put forward.Higher vocational college,and also enriched the domestic literature on the development of human resources in colleges and universities.Through the analysis of the data,the present situation of the elementary school sports human resources in higher vocational colleges is Zhangjiakou: recruitment,due to the unreasonable human intervention,recruitment system,attaches great importance to the education rather than professional and technical factors,cause of Zhangjiakou vocational colleges sports human resources recruitment mechanism is unreasonable;In the aspect of employing,there is no such principle as adhering to the principle of superior or inferior quality,and the status of the seniority,which makes the education people of sports have no satisfaction with the mechanism of human being.After training,the education training since the importance of recognition is higher,but the post-career education training is training pertinence is not strong,such as formal serious problems,mainly is for after school education training seriously insufficient and insufficient capital injection in terms of education and training;In terms of the system of retention,the poor welfare and the unappealing means of the resident can not satisfy the needs of the people in Zhangjiakou higher vocational colleges.In view of the current situation and the expert opinion,this paper develops the physical human resources of Zhangjiakou higher vocational college from the following four aspects:Make a reasonable selection management system(standardize the recruitment purpose,establish the job selection system,optimize the recruitment principle);Establish the human resource management system(reasonable campus job flow,rational allocation,rating grade,etc.);Improve the training of human resources(strengthen post-employment training and improve training conditions);Improvement of the retention system(diversified retention system,preferential policy tilt).
