The Practice Study Of Social Work Intervention In Family Foster Care From The Perspective Of Child Rights

Family foster care has been developed since 1990 s,and it has become an important method for children’s welfare institutions to promote a useful technique for the children to feel at returning home,which in turn can help them to grow their physical and mental health.How to ensure the service quality for the family foster care to improve the professional level of this technique,so as to protect the child rights and interests for the children welfare organizations is already becoming an important issue.Social work as a sign of social welfare specialization,our national state has been put forwarded to construction a talent team for social work.This proposal has also been called by a large number of children welfare agencies,and widely involved in family foster care technique.Under this background,according to the professional characteristics and the relationship between human beings and social environment interactions,the family foster care refer to the children’s welfare institutions carrying out one of service for the children to feel at returning home,which is also belong to the professional service within social work categories.The purpose of introduction of this technique is to protect the home support and to enhance the professional level of service for the social work.However,from the release book(2014)entitled " foster family care management measures",it can be seen that the foster family care within the social work has some limitations,which has recognized as an auxiliary foster care services to promote the technical personnel that is conflict with the social work functions.Therefore,the author puts forward the main problem of this study,that is,in the present stage,what is status after the social work interact with family foster care method? From the perspective of child rights,how to promote the foster family care?According to the research questions and the purpose of this study,it mainly uses the qualitative research methods within the case study paradigm,select X children’s Welfare Institute as a case study,through interviews and observation techniques to target the institution related staff including managers,service staff,social workers and the foster parents,finally,the researcher concluded that the situation of X children welfare institution family foster care problems and its development from its service process,service content,service idea,responsibility and etc.From the perspective of child rights,X children’s welfare institution in this study should concentrate family foster care service which need to carry out the respondents and solve the problems of family foster care method,so as to improve the current social work and put forward the practical advice for the family foster care.Researcher believe that under the principle and the guidance of the child rights’ contents,the children welfare agencies should promote the core goal of feeling return at home,establish a standardized and scientific service process,have a clear responsibility of social work,so as to protect basic rights for the children and ensure the professional service quality provided for family foster care service.Based on this investigation and conclusion with the research on X children’s welfare institution with family foster care service,this study found that the lack of concept and un-standardized service process and measures,as well as fuzzy target on service respondents of this family foster care method.According on these three problems,this research suggests several advice and expects that the children welfare agencies should enhance and promote the service quality for the family foster care technique and ensure the realization and protection of child rights.
