Primary and secondary school teachers team construction is the key factor in the education reform and development of our country,the party and the government always attaches great importance to the construction of primary and secondary school teachers.As represented by the United States developed countries gradually in-depth implementation of the primary and secondary school teachers team construction of open mode and non-normal colleges in our country,increasing the number of the teacher training function,the teacher social selection scale expanding,the growing of non-normal specialized set of normal colleges,teachers ecological era requirement of the construction of the open big background,our country also carried out the open model of primary and secondary school teachers team construction.Throughout our country middle and primary school teachers,the present situation and development course of the construction of the open found it beneficial to optimize the structure of primary and secondary school teachers,improving the quality of primary and secondary school teachers and improve the quality of primary and secondary school education.Although open teachers team construction for teachers in our country has obtained certain achievements,but there are still some problems,these problems are: primary and secondary school teachers team construction of open quality,teachers' qualification certification system loophole,the ecological difficulties for teachers' professional development,teachers' quit mechanism is not fully implement the incomplete and applications of the teachers' employment system is not perfect,thus causes our country middle and primary school teachers structure imbalance,low quality,lack of professional development,remote and poor areas still lack of teachers.Cause the cause of these problems are: for primary and secondary school teachers in China not sure "degree" of the construction of the public good,conservative concept of primary and secondary school teachers team construction and closeness of inertial impact of normal education.To change the status quo,to a certain public primary and secondary school teachers team construction in our country transformation and implementation,including the following four aspects: the first is to change ideas,clear historical inevitability of the construction of the public primary and secondary school teachers team,the second is to develop and perfect the corresponding open policy of teacher team construction,the third is the construction of open system of higher teacher education,the last is oriented to the whole society to form a primary and secondary school teachers.
