| With the gradual popularization of the idea of lifelong education and learning community,more and more people pay attention to and participate in community education.As an economically developed city in the Pearl River Delta,Guangzhou has a larger social labor flow volume and frequency,therefore,it becomes very important to generally offer the relevant technical education and training for the laid-off workers,unemployed personnel and employees.Community vocational education,based on vocational technical education,is an important part of community education,and it is born during the process of establishing the market economic system.Compared with the traditional form of education,community vocational education is a brand-new,more compact form,which is suitable for the development of regional society.Our country is in the period of economic system transformation,the relationship between government,society and the market has changed deeply,and citizens urgently hope that the government can provide better public products.Community vocational education is one of the quasi public goods,so the government is certain to play a leading role in its development.In this paper,with the government functions in the community vocational education as study object,it will discuss the role of the government in community vocational education,the present situation of the operation of government functions and the way to further improve the functions under the background of transition of the economic system.It starts with a simple historical review of government functions in the vocational education;then brings out five major government functions in current community vocational education,which are the dominant function,the security function,the publicity function,the supervision function,and the guiding function.Then,taking Liwan District in Guangzhou city as an example,through the investigation of questionnaire,we will learn the current situation of the operation of the government functions and the current community vocational education mode.We will analyze the problems of government functions in the community vocational education according to the theory of public goods,the theory of good governance and the theory of lifelong education.Finally,through learning the successful experiences of certain foreign countries’ government functions of community vocational education modes and considering the practical situation of both our country and the community vocational educational development in Guangzhou,this paper puts forward four suggestions and measures to improve the government functions of the community vocational education: first is to speed up the process of legislating community education by the central government,which means Guangzhou municipal government should formulate the development policies and regulations of the community vocational education so as to make clear the community vocational education’s role,rights and obligations,system security,funding,personnel management,supervision and evaluation etc.;second is to increase both government funding and to broaden channels of raising funds,that is,a reasonable funding sharing proportion of the community vocational education must be clear between the central and local governments;third is to enhance publicity of community vocational education so that the occupation-educational concept of community vocational education would be gradually established;last is to improve the supervision mechanism of the community vocational education. |
