Since the policy of reform and opening-up was carried out, the education in Inner Mongolia has grown up rapidly. The government increases its public expenditures on education every year, which has greatly satisfied the social demands in education and also improved the labor quality. However, Inner Mongolia is such a province where the education level is relatively low on average. Compared with the eastern and central China, Inner Mongolia is absolutely disadvantageous in education investment over the past few years. Under the market economy, education investment is rapidly increasing with the times of knowledge economy coming. The governmental expenditures on public education has been far to satisfy the educational demands in the society. The government shall not, and it is impossible for the government to cover everything in education investment. Educational resources, configured by the market, are inevitable choice. Actually, such trend has become more and more obvious. Therefore, it is necessary to study on education investment in Inner Mongolia from perspective of government function. It is of significance to increase the volume in educational investment, improve the efficiency and benefits of government education investment, and upgrade the social welfare level.Based on theoretical analysis of education investment and government function, this article, according to ask questions, analyze and solve problems of logic way of thinking, analyzes the current situation of education investment in Inner Mongolia, presents some problems in education investment in Inner Mongolia, such as insufficient total product, irrational structure, the imbalance of resource collocates, low fund-utility efficiency and a gap among Inner Mongolia, eastern and central regions in education investment, and studies the cause of these problems existing in the education investment in Inner Mongolia, from the perspective of ideological idea, investment system, investment mechanism and government policy. With the actual conditions of Inner Mongolia, this article, trying to analyze the reasons for these problems, puts forward suggestions for central government and local government, which plays a role in education investment, and proposes the specific measures to improve the education investment in Inner Mongolia, in aspect of conception, system and mechanism.This article believes that the key of current education investment lies in the government what kind of role to play, what kind of function to bear and how to give play to the functions of government. On this issue, based on historical and practical factors, we believe that, under the multi-investor circumstance, the government have to play its key role, shall induct efficient configure of educational resources, regulate education investment made by other investors, create a fair and high-efficient environment for education investment, in order to improve the social welfare level and promote regional development.
