In China, after the swift development gold time, which was from 80's-90's of last century, the second vocational school education has declined seriously in the whole from 90's. The second vocational school education supplies wither year by year. On the contrary, the society demands to the second vocational school education skill trained talents is day by day exuberant, what reason has caused this kind of contradiction? Maybe there are many answers, but I think the key lies in that the government doesn't play a full role as the main investment body to the second vocational school education. Thus I suggest that the government should pay practical attention to the second vocational school education and enlarge investment to it in order to make profit to both of the education and national economy.In economic thought history, the economists carried on unremitting discussion and explanation to the economical growth fountainhead question. The Classical and New Classical Economical Growth Theories deny and neglect the government's intervention function to economy. But the New Economical Growth Theory emphasizes it is the government that can effectively intervene the economy and realize national economical Pareto Optimum. This process powerfully promulgates that the modern economy development essential condition is the effective intervention the government carried on to the economy.The economists think that human capital such as knowledge and technology is the inner factor of economical growth, and advise the government to reward or subsidize the human capital investors, so as to promote the accumulation of human capital and accelerate our country's economy growth. Thus the government as the main body status of human capital investment is established. Among all factors of human capital, education is the most important. So every government should emphasize the education investment. In China, the education investment is not enough and the education investment structure is irrational, especially in the second vocational school education, which has directly affected our economical growth and social progress.China, a developing country, is at the industrialization intermediate stage, the dominant position of industries is being adjusted from the primary industry to the second and third industry. We need massive industrial workers with high qualities and skills. Furthermore, China has become "the world manufacture processing center", more and more the former workers are demanded. Mass data have proven that. In fact, the supply of the second vocational school education which can raise this kind of workers has gradually decreased.The result is that in China, the second vocational education is seriously unbalanced in supply and demand.Analysing the second vocational education supply and demand contradiction, we discover, the reason lies in the government insufficiently value the second vocational education. In recent years, the government has decreased the financial investment or the amount of investment to the has been insufficient invested second vocational education. This procedure has partially passed the burden of government's investments main body,, affected the second vocational education school ability and effect, indirectly reduced theenthusiasm and ability of enterprises and individuals' investment to the second vocational education, and caused the contradictory condition.Profits from the experiences and lessons of domestic and foreign second vocational education pattern, I hope Chinese government can aim at the national condition,, practically emphasize the second vocational education. The government should enlarge propaganda and guidance dynamics by legislation and system, expand finance to the second vocational education investment scale, enhance the second vocational education investment financial level, provide better service, and promote the second vocational education investment multiplication by the policy guidance.This article unites methods of the qualitative analysis and the quantitative analysis,, the standard analysis and the real diagnosis analysis. The reality pointed and the application prospect are strong.
