In recent years through the national student fitness and health survey results show that in recent years the physical fitness of students increased compared to before,the decline in physical qualities of primary and middle school students trend has been effectively curbed,but there are some problems in students' physical fitness and health.In order to strengthen the students' physique and health status,to enable students to develop the habit of exercise since childhood,promote the healthy growth of students and enhance their physique,improve the comprehensive quality of the students,the general office of the Ministry of education in 2011 formally promulgated in the stage of compulsory education in primary and secondary schools to implement the "Notice of sports,art 2+1 project" The research of this paper is the use of literature,questionnaire,interview,field observation and other research methods.Through the research on the present situation of the implementation of the "2+1 project" in the primary and secondary schools in Xi'an,the author finds out the existing problems and puts forward some feasible strategies according to the analysis of the problems.Lay a good foundation for the all-round development of students,is to carry out all-round development of education policy,deepening has a profound influence on the reform of school physical education in primary and middle schools.The results show that:1,primary and middle school students in Xi'an City,the "sports,art 2+1 project" to understand the cognitive level is low,but the high degree of popular sports,most of the students to participate in sports to enhance physical fitness and interest,is in line with the "sports and art 2+1 project" to carry out the purpose,but because the school grounds and teachers' expertise limit individual favorite projects cannot be opened.But on the whole,the students learn the basic sports,professional skills have improved.2,the "awareness of sports,art 2+1 project",that the implementation of the "sports,art 2+1 project" necessary and meaningful,but many practical reasons restrict the development of the project,the school leaders do not pay attention to the teaching field,the teaching time is not sufficient,in order to achieve the project content rich PE teachers think that their professional skills are limited,resulting in a number of sports are not enough,but the Xi'an city teachers of teachers can meet the "sports,art 2+1 project" carry out,it is very important to improve the professional level and comprehensive quality of PE teachers.3,the implementation of Xi'an city schools "sports,art 2+1 project" exists in the leadership attention degree is low,the traditional ideas still exist,only pay attention to the students' test scores,graduation rates,while ignoring the "student oriented,health first" concept,should require the cultivation of students' comprehensive quality and the comprehensive development.4,the survey found that Xi'an City elementary and middle school students and teachers for school facilities and equipment most is not satisfied,so the district should strengthen sports funds investment,for students to exercise,cultivation of sports habits and create a good environment and atmosphere.5,The primary and secondary school in Xi'an City,basically to PE teaching,extracurricular sports activities and sports day is mainly to carry out the "sports,art 2+1 project",a variety of sports,set up good,choose the diversification trend,Xi'an city "sports,art 2+1 project" in sports projects achieved remarkable results.
