The flow of teachers is an important measure to balance the policy of teachers is also an important lever to achieve educational equity.However,the flow of teachers in the process of implementing the policy,showing the characteristics of weak school teacher to single high school,one of the most common is the flow direction of rural schools to town school single,and the flow of urban school teachers to rural areas is not high,in the process of policy implementation and teachers' participation enthusiasm is not high,a lot of teachers to participate in the flow of desire is not strong enough,the effect is greatly reduced.Therefore,this study attempts to ask self interviews and questionnaires,to explore the important factors influencing the willingness of the flow of teachers,and puts forward suggestions to promote the orderly flow of teachers,promote the balanced development of regional education.Through SPSS and amos6.0 software analysis,using principal component analysis,one-way ANOVA,independent samples t test,regression analysis and other analysis methods,combined with depth interviews,results show that: teachers from different backgrounds for teacher flow factors exist significant difference and flow will strength also exist significant differences;overall finds out the policy level of understanding,teaching efficacy and organizational factors can significantly affects the teacher to participate in the flow will strength,as follows:1.From different job factors analysis,post teachers participate in the will to flow was significantly lower than that of the President / Vice President positions of the wish to participate in the flow and teachers of different positions for the current policy understanding degree,the individual cognitive level also exist significant differences;the second is in flow will strong characteristics of population age,are under 30 years old and unmarried or unmarried teachers is not sterile.2.Rural teachers' willingness to participate in mobility was significantly higher than that of urban areas,the teachers' individual teaching efficacy,job satisfaction,and policy understanding was significantly lower than that of urban teachers.3.The individual and the organization of the matching factors can significantly affect the teacher participation willingness to flow,and individual and organization matching factor score lower teachers participate in the flow will more strongly.To the individual cognitive level has a positive effect on Teachers' participation in flow will,teachers of teachers for flow policies to understand the significance of further in teacher flow will more intense.Organizational factors,external factors,organizational support of teacher participation will influence the flow does not reach significant level sense.4.Policies to understand the higher level of teachers than the policy understanding of the teachers to participate in the flow of the desire to participate more strongly.5.Job satisfaction,teaching efficacy can significantly affect teachers' willingness to participate in the flow,and the higher the score,the higher the willingness to participate.6.To participate in the interests of the flow policy compensation is the most ideal way to improve the pay,the biggest problem is the policy implementation process is not transparent,publicity efforts and the breadth is not enough,the attraction is too weak.
