With the development of market economy and the deepening reform of education,primary and secondary education is facing increasingly severe challenges.The construction of high-quality teachers is an important guarantee for comprehensively promoting quality education.However,the research on teacher management in the past mainly focused on the formal system,but neglected the influence of the informal system on the teachers.Due to the limitations of the formal system,such as excessive rigidity,difficult enforcement,lacking humane care and so on,schools can rely on informal institutions such as school traditions,customs,ethics,values to make up for the deficiencies of the formal system.In this paper,we use the literature method,case analysis method and observation method.The present paper,starting from the perspective of the informal system of new institutionalism,gives the concept of the informal system of primary and secondary schools.By analyzing the meaning and characteristics of the informal system,this paper discusses the composition and characteristics of the informal system of modern primary and secondary schools in China and analyzes the impact of informal system on teachers.Meanwhile,it puts forward a new way to make use of the informal system to positively influence teachers..The first part elaborates the background of this paper: On the one hand,the development of economy and the reform of education put forward new requirements to teachers,and the construction of high quality teachers is imminent.On the other hand,the school management often had imperfect systems and failed system in the past.In view of this,based on the new institutionalism,this paper draws on the relevant research at home and abroad and puts forward the concept of informal system in primary and middle schools.It defines the related concepts,and clarifies the purpose,significance and methods of this research.The second part is the theoretical basis of the study.On the basis of analyzing the connotation of the existing research on the informal system,it is explained that there are three main aspects of the composition of the informal system in primary and secondary schools: school tradition,moral concept and value belief.Compared with the formal system,the informal system of primary and secondary schools has the characteristics of implicit,spontaneous,extensive and persistent.It complements the formal system and has the functions of guiding,restraining,motivating,educating and evaluating the members of the school.This part of the study provides a framework for the study of the impact of the informal system on teachers in the following chapters.The third part discusses the influence of the informal system on teachers in theory and case level.First of all,from the school level,it elaborates the impact of the school tradition(school values,school customs and unspoken rules)on teachers;secondly,from the leadership level,it discusses the influence of the management concept and leadership behavior habits on teachers;finally,from the teacher Personal level,it analyzes the impact of personal education concept and values on their own.In the fourth part,according to the influence of the informal system in teacher management,this paper puts forward the path choice of constructing good informal system of primary and secondary schools.First,the school should build its own culture and encourage the teachers to participate in the construction of the common values.Then trough the public opinion indoctrination and model demonstration,the function of the guidance system is realized.Second,the leadership should establish a "people-oriented" management philosophy and pay attention to humanistic care,which is an effective way to unite people.At the same time,the leaders should set good examples to the teachers in the development of the school.Third,the teachers should establish a scientific concept of education,through effective methods such as reflective diaries,growth documents and learning community,which can make them understand the educational theory better what they have learned before and use it in creative ways in their own work.In addition,as engineers of the soul of mankind,the teachers should have deep love for the education and noble educational faith.Moreover,schools can help some teachers without lofty belief establish professional aspirations and enhance their sense of professionalism through vocational training and educational ceremonies.
