Preschool education, as start of the whole education system, plays an integral role in the system of quality-oriented education. We as a developing country with population of more than one billion shall take the advantage of our huge population,transfer to a talent powerful nation from populous nation, and lay emphasis on the development of preschool education. However, according to current situation,preschool education resources are still in relative shortage, the demand of preschool education is greater than supply; the phenomenon of "difficult and expensive admission in kindergarten" is still outstanding. In order to ensure the school-age children to receive fundamental and quality preschool education, Y City applies PPP mode in the aspects of construction, operation, management, and evaluation, etc. of preschool education organizations, and forms the PPP modes of Franchising, Service purchase, and entrust management, which achieves good social effects,while causes some problems. The thesis' research content is to find the problems and provide its policy suggestions.Firstly,the thesis introduces the significance of preschool education,and by references of abroad and domestic, the thesis discusses the definition, feature of PPP mode, and sorts out its application and development, analyzes the respective roles and contributions of government and enterprises in PPP mode, and lays the theories foundation to deeply understand PPP mode of preschool education.Secondly, from the competitive,exclusivity, externalities, fairness and government role positioning angle, the thesis clarifies the attributes of preschool education, and discusses the necessity of the application of PPP mode in preschool education, in terms of cooperative governance, education fairness, quality efficiency,and risks sharing, etc.Thirdly, through selecting Y City as a sample, the thesis conducts an analysis for the status of preschool education in the application of public, private, franchise,subsidy, commissioned management and other PPP mode, finding that there are some problems like impure cooperation motivation, lack of strict proof, non-enough competition,non-strict access checks,weak incentive measures, extensive subsidies,weak legal constraints, lack of government supervision and other issues.Finally, the thesis puts forward some policy suggestions on the improvement of PPP application in preschool education in Y City. This thesis argues that firstly is to establish long-term cooperation mechanism, fully understand the value of cooperation,enhance mutual trust between government and private companies, share the risk and benefit together; secondly is to perfect cooperation access policy, improve government the awareness of contract, identify demonstration projects strictly,establish joint sector system; thirdly is to play the role of policy incentives, fiscal policy incentives, tax policy incentives, financial policy incentives, land policy incentives; fourthly is to build multi-dimensional supervision system, clear regulatory scope, change the mode of supervision; fifthly is to improve the policy and regulatory system, fill short board of the rules and regulations, clear the nature of legal person of private enterprises.
