With the rapid development of the network, the number of Chinese Internet users is surging. Among them college students are the most active users of the new media platform. As a new form of information bearing and communication, the new media has had both positive and negative effects on the ideological and political education of college students. On the one hand, the new media has brought positive impact on the students' right to speak in the process of ideological and political education. The free and active Internet environment enlarges the needs of college students to express their ideas. The improvement and development of the network interactive platform has continuously expanded the channel of expression for college students. The development of new media technologies has led to the increasing interaction between teachers and students. However, on the other hand, the new media also enables the students to behave improperly with the ineffectively monitored right to speak online. The 'off-line right missing' and the 'online right abuse' are the most typical. Besides, lake of the ability to express their own ideas correctly helps to fill the new media with simple words, extreme and ridicule expressions.There are three main reasons for the lack and abuse of discourse right. Firstly,educators neglect college students' rights of speech, and do not treat college students as the subject of ideological and political education, but only treat as a passive recipient, thus hiding the subjectivity of college students, and thus cause weakness of college students' sense of discourse responsibility. The educators' ideological and political discourse system can not keep pace with the times, students also use the way of 'aphasia' and 'missing' to challenge the authority of the importance of education because of the old content and form. Secondly, students have their own reasons, they. do not respect their own right of speech, either ignore or abuse it, and lack of sense of discourse responsibility. At the same time, college students' media literacy is not strong,and they can not effectively express their own ideas,which is also an important reason. Thirdly, the disadvantages of ideological and political education in the external environment and the mechanisms, such as the lack of timely and effective norms, guidance and discipline, mainstream ideological and political education platform is not perfect, bad information of new media filtering mechanism is not perfect and so on.Based on the above analysis, one must suit one's methods to the situation, we should guide, regulate, correct and governance college students discourse right from the three aspects: the theoretical innovation, college students and the external mechanism. First of all, we must constantly improve the research of ideological and political education discourse system, and pay attention to college students' right of speech, always put them as the main body of the discourse right, and give the right and responsibility to them, in the practice of discourse gradually establish a sense of responsibility, learn to take responsibility. Secondly, the university students should start from their own, cultivate the sense of responsibility and ability, rationally and legally use their own right of speech. Finally, through the effective guidance of the educator, the network management teams' construction and the laws and regulations about purifying the right of speech, which are carried out by the relevant state departments to enhance the ideological and political education in college students'right of speech.
