Research On The "Opportunity-Track" Of Public Sports Service Supply Under The Policy Orientation

In December 2015,the central economic work conference put forward the concept of "the structural reform of supply-side ",which means change the supply system to meet the demand change through the structural changes in supply.The emergence of the concept of policy orientation,will inevitably lead to thinking and discussion about public sports service supply side structural reform.The structural reform of public sports service supply side is the transformation of public sports service supply mode in deed.The study on the transformation process of supply mode of public sports service under the policy orientation,is conducive to the development of figure of the supply,to clarify the policy orientation of the supply mode transformation,and has a certain significance for policy research on the development of public sports service.The research uses methods like the policy text analysis method,literature method,scatter perspective method and case analysis method,to give a discussion and analysis on the formation of "opportunity"and "track" of China's public sports service supply mode transformation and the relationship between them under the policy orientation.The research suggests:(1)The development track of the supply of public sports services in China is divided into govemment,transformation of "government-market" and "government-the market-the social organization",the formulation of relevant policies play a leading role during single subject to diversification.(2)Policy orientation is good to the change of the supply subject,and then speeds up the change of supply mode;policy orientation is a powerful guarantee to the implementation of the supply mode,especially to give policy support to sources of funds and management approach;policy oriented directs supply mode.(3)The innovation-driven development of public sports service supply mode has been supported by the introduction of the new policy,which has promoted the reform from bottom to top of the supply mode driven by the practice innovation at the grassroots level.(4)The relationship between "opportunity" and "track" of public sports supply:"opportunity"promotes the formation of "track" of public sports service supply,"track" has a stage characteristic with obvious policy guidance.(5)Suggestions:the government should give policy guidance in the critical period of public sports service supply development,improve the supply system,establish the supply mechanism of demand orientation,and encourage the innovation-driven development of supply mode.
